House Speaker Mike Johnson introduced a two-step plan, the “Further Continuing Appropriations and Other Extensions Act of 2024,” to prevent a government shutdown.
It splits funding deadlines, with some programs expiring January 19 and others February 2, aiming to avoid a massive year-end spending bill.
Johnson says the plan promotes fiscal responsibility, oversight on Ukraine aid, and U.S.-Mexico border reforms. It excludes aid for Ukraine and Israel, as separate funding was proposed for Israel. Senate Democrats criticized the plan as overly complex.
